What causes this?

    This is on the Maine 2003 quarter. These areas seem to be filled in. How would this be caused?

    Looks like it was caused by die chips to me.

    They are indeed die chips. Small pieces of the die will chip and fall away. When a portion of the die falls away, it leaves a depression in the die that translates into a raised portion on the struck coin. This is common between some of the smaller parts of letters and numerals.
