PMD - Post Mint Damage.. not an error That did not occur at the Mint. Someone very creative with lots of time on their hands. How they did it.. Machine shop tooled.
This is just a guess, but it looks like someone used a Dremel tool with an abrasive tip to grind the legend away. Note that the rim is still pretty much intact, so the Dremel likely had a small tip. Chris

The quarter is a solid copper core with a copper-nickel clad, so grind away the clad' and you see the copper color.
Yeah, it's the same for the Kennedy half dollars. Here is one I found in a Mint bag. The clad layer separated from the planchet before it was struck. Chris
