What are these bubbles in this Penny mean? What is it called. Is it valuable?

Hi and welcome to CT. They are plating bubbles. There is a micro thin coating of copper over the zinc base. Common on post 1982 cents.

@expat is correct. Plating bubbles are a manufacturing defect. They are very common, not valuable and epitomize copper plated zinc cents (CPZ) starting in 1982 to the present. Their nickname is “Zincoln”…imo…Spark

The first few years of Zincolns could be really bad with these plating bubbles.

Kinda the opposite of valuable… if one of those bubbles pops and exposes the zinc under the copper the zinc will start to rot away.

Hate to burst Ya'all's bubble. Many coins in the top ranks have Plating blisters. Yes 67's and 68's
It really depends on the coin and conditions.
