That does not look full steps to me. Seems to be a gouge or scratch going down all the steps. There can't be any kind of interruption at all to be attributed as full steps.
Well worst case i have a 1962 almost perfect coin with a scratched full steps to have in collection until i find the real deal. Lol
Most probity caused by a irate grounds keeper ,either with an snow shovel, perhasp they used some of that chemical ice treatment or worse yet an ice chopper! omg ....the humanity.
Yes what Paddy54 said. I thought it may be a proof coin, which is disqualified from full steps designation if it had it.
