At some point producers of notgeld realized people were collecting notgeld they found interesting, and created some purely for the sake of selling to collectors and were never intended to circulate. I'm guessing that's the case here, partly because 75 pfening is hardly a convenient denomination, and the validity dates (September 3-11, 1921) is barely over a week. The motto on the front (which I roughly translated with Babelfish) seems to indicate that too. I've seen a lot of weird notgeld before, but this one, with a dragon breathing paper (I'm guessing the paper is meant to be other notgeld) is something I've never seen anything like before. http://banknotebank.com/viewnote/939932 If anyone has any more background on this particular note, would be interesting to hear it. I'm certainly glad to add this to my dragon collection (I have a collection of banknotes with dragons on them; thought it would be fun to collect by theme. Yes, that dragon "spits" paper money, and the text of the poem says something like, it's basically worthless but collectors like it.
