My grandmother has this penny and thinks it is an error. Thought I might as well go to trustworthy CoinTalk and see what they say.

Post Mint Damage (physical damage).

 

Yes it's an error. Those are copper-plated zinc and it's missing most of the copper.

 

So is it Post Mint or error

 

It happened at the Mint. That'd make it a Mint error.
