The doubling looks flat and shelf-like, which leads me to believe that it's not a doubled (or tripled) die, but instead machine (or worthless) doubling. Sorry.
I know that in the early years some TPG did accredit a few business strike coins as a tripled die, but maybe that is like some of the error coins seen that appear to be mint-assisted creations, as most MS dies were only doubled squeezed or newer single squeezed, with only proof dies being repeated 3 or more times.
