This mint mark looks like it used to be used for Denver then was given to Philadelphia? Thoughts?

    No

Could be a D mint mark with a small die chip which makes it appear like a P

Or maybe it is a P.. Tilted?
    What year is it?

Can you please show a picture of the entire Obverse?

Do you know how Mint Marks were done in certain years?

It's a 1991P. Mint marks were incorporated into the die then so it could not have been repunched or altered by the mint. Just looks normal to me!

Looks to me like a P Mint mark with a weak tail.

Probably a P with a little grease on the die in that area.
