Sorry the photo is not very revealing as to what could cause this. It does look like he has a nice shiner. At this point I would guess either a die chip or post mint damage.
I just did a search for 2007 varieties on coppercoins.com and out of the 8 listed I did not see anything related to the Lincoln bust. http://www.coppercoins.com/advsearch.php (Just do a search from 2007-2007)

You can send it into CONECA. They provide a serious variety service. Contact them and at least send the best photo you have and see if they recomend sending it in. http://msw.co.intel.com/Utilities/default.aspx
I just had a new attribution for coppercoins.com. It will only cost you 3 dollars per coin and 5 dollars for shipping. Not sure why 5, but I was satisfied with the results. You can also keep in contact with the owners to see how the process is going. You may have a new one:bow::bow:
June 14, 2008 -- According to BJ Neff, "An unusual doubled eyelid has been confirmed by Dr. James Wiles and listed in the CONECA files (which Wiles oversees) as 1992 Lincoln cent, DDO-001, I-O-VIII. While doubled eyelids were more common on the wheat cent, this is the first to show this type doubling in this era. This doubled die was brought to my attention by John Knabe." Wiles said, "The white arrows point to the major doubling. The rotation of the secondary image caused me to list it as a Class VIII, rather than a Class IV." According to Neff, the variety has also been listed by all other attributers that he is aware of seeing it so far. Nice find John! KP
FYI: on The '92 doubled eyelid has been debunked and de-listed by everyone and is now thought to be the product of a die gouge of some sort. Doubled eyes were common on Lincolns from the later '30s until the late '50s with a few examples in the early sixties. They are typically listed as class IV DDOs. The 2007 is too small to tell. I doubt it is anything, but I guess you never know. You could send it to Bob Piazza from Coppercoins - just include a SASE and there won't a be a postage fee. PM him at LCR and see when he has time.
