Could it be that this panda coin is actually a Proof coin and not an MS

I am wondering because of the photo of the coin. Part of the panda has a polished proof look to it?

Maybe aboncom (ABomb) thought they could get it back for a possible correction?

Then again maybe I am just all wrong about the coin after all I know nothing about these coins.
