Doubt it, there's uneven pressure, which would allude to an off-centered blow from a hammer. A vice would have a much more even imprint.
I don't see how a hammer could hit both sides at the same time, or one side at a time without flattening the other. My vice can be "mis"aligned to hold Items with non-parallel sides but the grip pattern on the jaws is different. Still, i'll go with a vice or other gripping device being the culprit here.
Could this be a partially destructed coin? I read somewhere that waffling is the first step in coin destruction before they are shipped off to be separated into their base metals?
