Looks like someone carved the state of Vermont onto your cent.

there was a company that made a set of all 50 states. they come up from time to time on ebay on a collector's board. Basically post mint damage.

Is your coin a transitional variety? (bearing a reverse design intended for coinage beginning in the year 1989)

Just yesterday in a coin show, I bought 2 1963 Lincoln cent with a little engraved Kennedy in front of Lincoln. Checked the Red book, and there's no record about this kind of coin. Soo keep it for your collection, and enjoy it.

There is no record in the red book because these coins were altered post mint as novelty pieces.

I got one out of a bank roll with Florida stamped on it in the same location a few days ago. Saved it for my nephew.

You can find many modern counterstamps. They can only be considered damaging to the beauty of the coin.
