India produces a lot of these types of weird Lamination and faulty planchet issues. Just really bad quality planchets. No real premium for that though.
If you want modern doubled dies, double strikes and unruly planchets, India and Brazil are your best bet! Unfortunately there are so many of them, it renders the error nothing more than a curiosity.
Good call Joshua, Brazil has many doubled die's they sell as novelty here in the US, Quality control at mints does play a part in the value of them in the after market.
I think it's just a circulated coin, though it is stainless steel and hard to strike. I've seen brand new Indian coins very softly struck too. Yours was minted at the Hyderabad mint.
