V Nickel filled die or tooled?

I bought a roll of Buffs and V nickels from my dealer for 65 cents each as I was going through them I found this V nickel, I think it is a filled die but could it be tooled? The other side of the coin doesn't show any damage or repair

I think someone ground the 3 off of it.

 

I was actually thinking along the lines of "someone was tinkering around with changing a 2 to a 3, and when they were done they erased it".

 

Yep I think I see a 3 on there.
