Hi. The Mint just started selling the 2014 Limited Edition Silver Proof Set in March, 2015. Why is that???
They experienced packaging delays. The coins were minted in 2014 they just didn't have a method of packaging them.

Nope, there is no such requirement. Only that the date on the coin is the year the coin was minted but even that has some flexibility. (i.e. 1804 Silver Dollar) Back in 2002(?) the US Mint was selling surplused 1999 and 2000 Silver Proof Sets that had been stored in a harsh environment. Up into the 90's, 2,000 coin bags of Susan B. Anthony Dollars could be ordered from the US Mint. Even the BiCentennial Collectors Sets were available into the 80's.
