Unknown Coin/Medal?

    I picked this coin up a little while ago and its got me stumped. I ve been through my books and done endless net searches.

    I reckon it is American, given the iconography of Lady Liberty/Columbia and the Eagle and the sun. But I have never seen an eagle carrying another eagle. Can anyone help me?

    It looks French to me. Might it be a jeton of some type?

    French rather than American, agreed, but this is just a guess. The inscriptions do not really help (me) either:

    VINCENTIBUS means something like "To the victorious" (dative plural).

    NON IMPUNE FERET translates to "He shall not escape with impunity".
