It looks like a votive token of some sort,which was placed in a temple as an offering to a local deity of some sort. Aidan.
Or maybe some kind of brothel token? This Roman "spintria" for example http://www.neanderthal.de/i_download/pdf20070104162935 is currently part of an exhibition at the Neanderthal Museum (near Düsseldorf), and such tokens were most probably used for such purposes. Christian
