I have two of these. I am showing one that is partially completed. They will get smoothing and better finish.
The obverse legend is gibberish. In the part that should read "constant..." there are two n's together "...stnnt..."
The reverse legend is more gibberish. It should include
"...VICTORIAE LAETAE PRINC PERP..." or something similar. None of it makes any sense. And, the letters in the Mint Mark are backwards.

Since it can't be attributed to any known mint how would you classify these?

This VLPP is one of the most commonly imitated coins of the era.
