I will give you a different answer. I think it is a 15, but a weak strike on the reverse (particularly the left). It would only be worth good VG money or poor F money, though. For it to be fine, it should have full wheat lines. That one does not except it appears to have been struck that way.
Thats confusing because the book I have-" The Official Guide to Coin Grading and Counterfit Detection" Says that parts of the wheat lines are visible on F15 and F12. The majority of the wheat lines in well struck specimans. It is supposed t be PCGS guidelines. Can the grading systems differ that much?
Can they differ - YES! Just look at Doug's grading versus that rest of our grades. That is not quite what my copy of "The Official Guide to Coin Grading and Counterfeit Detection" says. Aside from intermingling the terms "wheat lines", "wheat stalks" and "wheat", they also say "VF coins will have wheat stalks that will blend together". I think they are talking about the grain and not the lines. However, their pictures show separated wheat lines for F-12. Lange says it more clearly. VG-8 = "Wheat shows some detail and about half of the lines at the top." F-12 = "Top wheat lines are worn but separated." That is what I have always learned except their VG-8 is probably closer to my VG-10.
Makes things difficult expecially since we still have no real set guidelines since there are still differences between companies and books.
