Love that Israel agora. Not only off center, wrong planchet, but totally the wrong shape planchet.

I think not, just that the holder covers four of the twelve bumps on the coin.

You are probably correct. I just wasn't seeing that.

 

It's the correct planchet.
Here is a blank example from my collection.

 

I did the same thing, had to look thrice.
The blank is mount in the slab differently. All 12 bumps are visible.
