The reason older persons are targeted for -and susceptible to- these rip-off schemes is that many, many senior citizens are affected by various forms of dementia to one degree or another.

My mother is a classic example: she started exhibiting signs of decreased mental competency at 75 by entering into lengthy conversations and agreements with telemarketers, responded to junk mail offerings, and sent checks to the most incredible causes. She was clearly gullible with no sense of personal responsibility and if it hadn't been for my late father putting a freeze on her credit cards and check account while I put her phone on the "no call" registry (NYS and Fed), she would have spent them into bankrupcy. Dad died in 2003 and my mother, now almost 90 is in an Alzheimer's home. However, she is STILL receiving "bills" for unstated services and offers for get-rich-quick schemes and cheap junk for high prices. I've reported a number of these schemes to the NYS Attorney General, but if I could track down a few of the perpetrators, I'd practice a few little tricks learned in Vietnam.
