    I agree with PMD as there are lines in that area, which make it look ground down as they are different than the rest of the lines on that Coins surface.

    It really does not look like any metal was removed just disfigured. Still PMD.
    Is it a 1978 copper cent?

    At first, just looking at the obverse I thought tapered planchet, but when I saw the reverse I suspect PMD.
