The collar The collar gets thin around the middle-right side. Does anyone know if this is normal for this coin?

It's normal for any coin - the coin is struck slightly off center. Careful examination will show you that it is not uncommon at all.
Because that's how they chose to do it. In different years different mint facilities have been used to strike Proofs.
