    Very blurry photo.

    It could be a die gouge.

    How about another photo, clearer and sharper,
    and showing a bit more of the coin in that area.......

    What is a die gouge considered - damage?

    The coin is PMD damaged, just from photo. opinion only.

    It would be a gouge on the die. So when it strikes the blank planchet it would look raised on the coin.

    I can't really say if that is one or not.

    Whatever it is it's a nice circulation find but with minimum value. Maybe an error but I doubt it's damaged as it's raised.
