This is clearly some kind of provincial coin and the thick-necked emperor is unfamiliar to me. What kind of coin is this with such a long comment? Makedonien?
I believe I can read the ethnic used for Neapolis in Samaria/Judaea. Probably under Domitian (provincial portraits could be highly variable).
