This dime has scratches around the head

I got this dime im not sure if you can tell from picture or not but there are very vine scratched around the outside on both sides kinda looks like theres no finish on the coin like it had been sanded but their very fine and straight what can cause this?

I am seeing radial flow lines from a worn die, but not an error. Edit to add...as paddyman says below, also called striations.

 

Correct. A worn die strike will cause those lines.. Known as striations.
