Is it pretty much safe to buy off anyone who is a PNG member since the PNG will settle any disputes between seller and buyer? I was considering buying from this guy what do you guys think http://www.thinkcoins.com/catalog/
Never heard of the guy. But that doesn't mean anything. But to answer your question, yeah you are better off to deal with dealers who are PNG and ANA members. But that doesn't give you any guarantees either. There are some who are not members of either or both and they can be trusted too. What you, or anybody else, has to realize is that regardless of what dealer somebody else recommends, there are going to be times when you are not happy with a given coin you get from them. You can't please everybody all of the time, nobody can. So what you look for is a dealer that you can trust and one that has the type of coins you want. The trust part comes into play in that you will agree with the grading the dealer uses, that he will have what you consider to be fair prices, and that he has a no questions asked return policy. Do that and you can't go wrong. Don't do that and you may as well give up before you start.
