This is one rather beat up temperance (~hard time?) token. If it matches another one that I found, the complete legend reads "Dedicated / To The / Cause Of / Virtue / Honesty / & / Temperance" & the reverse reads "Honesty / Is The Best Policy" around an eagle with wings spread upwards.
