Still going through my pocket change, Is it a 191220_120710.jpg 191220_120849.jpg D over D? or just another example of a worn die?

For what it's worth, to these rather naif eyes, it sure looks like an RPM.

Didn't they quit hand punching mint marks in 1989?

The problem is that there is some controversy about RPM's after 1990.

Given the shift away from hand-punched mintmarks, I'm not seeing how this could be an RPM -- but it sure looks like one. Damage, or something that got into the die, or both? I'll hold out for the experts...

I would agree but....... repunched over what? A RPM you can usually make out enough traces of the under mm. What would they be punching over? Not a D, S, or a P as I can see.
