Super smooth 1989-D Kennedy Half, error or unique wear?

    One of those finds that make you pull it and use a life line call to the audience. This half has certainly traveled but has some unique characteristics that caused me to pause before putting back into circulation. First the lower 1/4 of the coin's obverse does not have a raised collar like the rest of the coin, and instead inverts towards the end. "IGWT" and the date is very faint or non-existent, and Kennedy's face is almost void of detail. Only the ear canal and hair part are sharp. Also, while you can see very faint reed marks they are just that, only marks, as if the cutter lightly struck the rim but never actually created any reeding. The obverse is similarly lightly struck and has the same absence of a collar at the bottom and beveling downward toward what should be the reeding. The eagle and crest lack much detail.

    Was this a river rock for 20+ years or does anyone see any error signs that might point to a mint error?
