Struck though... Cactus?

    I know it wasn't struck though a cactus, but the texture sure looks like it.

    I don't think it's a strike through at all. it looks like a bad reprocessiong job to me.

    Correct. Reprocessed Steel Cent.

    The host coin was improperly reprocessed with zinc, causing bubbles to form, giving you that look.
    As for the weakness in the USOA on the reverse, that is very common in the 1943 steel cent. None of it adds any additional value to the coin.
