Struck on wrong planchet or on another coin?

    1983 D Quarter. It seems to be struck on something. Looks like an A behind the E in liberty, and other writing around the date that I can't make out. Some on the back too, but can't make it out either. 5.5 Grams Any help Appreciated

    It looks to me to have been painted and some of the paint has worn off.
