Strike-thru both sides?

This pocket change quarter caught my eye. Looks like a strike-thru on both sides. Yes or no? Thoughts?

Yes. Very common on these new quarters, including halves.

 

and it looks like a die crack and the bottom of the neck under “ty”...

Common? No. Unusual? Yes, but it happens, however this does not increase the value of the coin a considerable amount.

 

Ok, cool. If you had to put an approximate value on it, what would you say?

I'd say its fairly common. This is especially noticeable on freshly issued coinage. After it's in circulation, the evidence starts to fade. I found that when I'd find this on nickels, it usually affected both sides of the same coin.
