strange scratching

there's strange horizontal lines on this quarter. what's odd is that it doesn't appear on george or any lettering



the lines are set inward.

That, and the thickness/depth of the scratches, rules out signs of a polished die.

If I had to guess, I'd say that someone with more time than brains used an awl or something similar, to manually add those scratches.
