I don't know the value, but it looks like Straits Settlements was the name for Malaysia and Singapore when they were part of the British Empire. In 1895, there were 4,466,000 minted. I can't speak with any authority as to value, but completed ebay listings for an example of similar vintage and condition vary between $.99 and $5.
