Try your local bank. They usually will have a few rolls of recent state quarters... at my local bank managed to get a roll of West Virginia quarters, all in great condition. When the new quarters come out, banks get them pretty quickly, usually from the armored car companies that roll and box coins straight from the Mint, so they're in just as good of condition as you'll get ordering from the Mint directly (only difference is the banks' rolls won't have the Mint logo. Don't buy into the myth that the Mint rolls thir own coins... they don't... they leave the mint in big canvas sacks where third parties roll them. The ones you order from the Mint just happened to be rolled by companies that have the license to use the Mint's logo.). I've also got decent rolls of Westward Journey nickels this way, at face value. I personally don't believe the Mint's logo is worth paying twice face value for business strike coins myself, lol... Still should be easy to find rolls of West Virginia quarters, and possibly Kansas, at any major bank (and Nevada, soon). Just ask.
