I just purchased a presidential medal with a few small black spots on it.

Does it make sense to use Brasso? Any point to keeping the existing patina?

It didn't cost much; won't appreciate any, but I'm not sure what to do, if anything.

I'm not sure how to do this. Maybe this works:

Did you purchase this from the mint?

I was going to suggest that if it was a mint product that I'd advise you to send it back, however, that not being the case, I'd live with the spots. My feeling is don't mess with the patina. And since you say the cost for this item was not prohibitive maybe you can pick up another more to your liking? That's my two cents.....:)
