Splotch on Coins

    I am considering bidding on a 1932-D Washington quarter. It's a key date in the series. The coin has a black splotch on the obverse. I asked the seller (eBay excellent reputation) about it. He said it appeared to be paint or a foreign substance, not corrosion or a deep stain.

    He did not want to try to remove it but leave it as-is.

    I attached a photo of the coin. What do you think? Do you believe this diminishes the value greatly? Or is just a spot? Just seeking a few fellow numismatists views on any similar situation.

    It appears to be dirt or toning that was not removed in a cleaning. I'd pass.
