Noticed these two Kennedys both have what appears to be a partial split rim or double rim.

What causes this and is there any “value” in coins like this?

I have seen a couple of these in circulation, and some one eBay without any bids. Minor misaligned die, probably.

I assume that the reverse on both coins is normal. If so, this would be considered a "Mis-aligned Die". Personally, I wouldn't pay a premium for such a minor error.

If you look closely in between the false double rim you will see what is called a Collar Clash.. This is caused on reeded coins when there is a Misaligned Die Strike.. As mentioned.
