South Carolina Quarter

    I have a 2000 SC quarter that seems to be smooth on the outside but lightly stamped in the middle. It has lines around the edges.

    That is probably post mint damage (PMD). It was most likely ground down with something such as sandpaper for a while.

    Can you post better (clearer, in focus) pictures?

    Based on your description of the weak image and especially because the edge is smooth your coin could be a weak strike or a die trial. If the dies did not come close enough together or there was not enough force exerted when the coin was struck the images on the faces of the coin would be weak and the metal would not have flowed into the collar so the reeding would not be struck up.
