Wikipedia tells me that Ferdinand IV of Naples was also Ferdinand III of Sicily, so I'd say one or the other.

Coins of this type were minted at 1788-93, 1797 & 1798. Mint master - Cesare Coppola. This coin was in appeal not only in the Kingdom of Sicilia, but in the Kingdom of Naples too.
