Possibly to a degree I guess - can't say for sure based on the pics. But those I have seen are usually much darker.
It's discolored. It's impossible to say where the discoloration occurred. Even if it occurred in the Mint, it's difficult to determine the cause. Even if the color corresponds to the range of variation generally accepted for "sintered plating" errors, the entire category is questionable. Same goes for "copper wash". Nickels and clad coins do emerge with a copper color and sometimes with thick, peeling copper plating. Such errors, while fairly common, are poorly understood. Especially the nickels. Quite a few are seriously underweight, which is exactly the opposite of what you'd expect with an added layer of copper. Some feature flaking and peeling outside the copper area. Some show peeling of composite copper/Cu-Ni metal. Some show black or brown underlying metal. It gets more bizarre than that.
