To me it looks like something in the plastic not on the coin. Only because there seems to be no deformation on the letter details of the coin.
It was on the coin . It look like small spring or something when i look with my loupe. it start from U on United to all the way end R on Dollar , It look like raise Little on surface .
Pop the case opened, as I don't think they're glued or welded shut, and take a look. I'm thinking it's in the plastic, too.
If it was a strikethrough, it wouldn't be raised. It may be something on the inside of the plastic case. Chris
I see the reflection on the surface of the mirror finish of all the scratches on the case... the issue in question looks to be a reflection also.

Strange. It does look like it's on the plastic in most pics but not all however the line at RT does look like a s/t. Pop it out and inspect further
OK, so if the pictures in post #10 are not through the plastic of the case, then my next recommendation would normally be to poke it with a stick, since it seems that something is stuck to the coin's surface. On a proof coin, I probably wouldn't poke it, though. Maybe soak in acetone to see if anything comes off. Is any of the weirdness in the fields raised above the surface?
It something bonded together with Coin . not plastic , maybe it fall apart silver piece from other coin . It not raised above the surface . The object STRUCK THRU is bonded on the coin , if it was STRUCK THRU plastic or clothes it will not bonded on coin , only STRUCK THRU metal will bonded on coin . I am not trying poke it with stick or soak in acetone , that not smart thing to do on DC proof coin .
Thank for opening the case for photos. You have a very odd looking coin. It may not be the actual "Stuck Through" coin, but one that was struck with the damaged die after a Struck Through. I think you are quite fortunate to have it. Proofs are suposed to be closly inspected before release to the public.
That is one weird anomaly.........the chatter on the bust almost looks as if it came in contact with the reeded edge of another coin.
I didn't see you mention the last pics were out of the case. Next step is to soak it in acetone. This will not effect the coin one bit but if it is a glue or substance on the coin it will detach it. Soak it for an hour and let us know what happens
Well, since you're the only one with the coin in hand and pictures of mirrored surfaces are deceptive, I'll simply say that if it's struck through some scrap, presumably from another planchet (a fin that was sheared away, perhaps), you have something special. I'm not sure what that translates to as far as $, but error collectors would want something like that.
Messy is correct if it is a true error like a struck thru struck fragment, etc. If you don't want to investigate further yourself spend a few bucks and send it to ANACS under error service. If it comes back as an error you'll have a very odd and nice piece. If not, then at least you'll know and tried. It's valueless until you have it professionally looked at.
The seller list it on eBay for error proof silver state quarter set . First time I see the pictures he list I was thinking maybe it just scratch from box reflection on the surface of the mirror finish coin , so I ask seller the error I see is on coin ? He say yes it was on the coin and I gonna love the coin . So I was thinking if I got coin the errors is not on the coin I going return it . So I bid $ 82 dollars and won lol alone with $ 7 shipping fee . When I got the coin i look with my loupe I know I got something special . The objects on the coin also has mirror finish . That thy it look like plastic on the surface , maybe it was was struck with the damaged die after a Struck Through like ALURID say . I am error collectors for long time all way looking for something cool errors.
