Personally, I'd just buy one from the mint and forget about the slab.

Depends on what you are trying to do. Are you wanting a graded set? Or do you just like proofs? While others have given you their personal preference - how about letting me know what you are trying to do? If your building a registry I say spend the 40 if that makes you happy. If not, then save the 40 or just buy a proof coin from the mint. I can not tell the difference between a 69 and a 70. And don't get caught up in the holder vs raw debate - it is about what makes you happy.

I wouldn't pay a premium for my first purchase. After you gain more experience you can decide whether you want to pay a premium for a coin.

I don't think there is any best place to buy. I'm pretty new at collecting, but I've searched Ebay, websites, Craigslist, US Mint, coin forums, etc. for ASEs. Surprisingly, I found a co-worker who has been buying for 20 years from the US Mint and is willing to sell me some of the earlier ASEs for a discount. He's been subscribing to get the proofs and annual coin sets and has been getting 5 sets of everything.

slabs should be for more expensive coins or rare coins not modern issus that are all 69 or 70 anyway

I recommend 2 things - as the others posted, buy just a mint proof coin of their birth years. That is first - the second is buy proof sets from those years - just the regular proof set. All of those should be reasonable. Plus it will give each child a nice variety of coins. And last, but not least - CONGRATULATIONS, hope all goes well!

I personally prefer my proof silver eagles in the original holder, rather than a slab. I think it looks alot better that way. Plus I don't see the point in paying extra for slabbing this particular series. Just my opinion though.
