Silver eagle odd strike?

  1. Can anyone help me with this ASE. It was graded MS70 by PCGS. Something appears to have happened to this coin after slabbing. I have a hard time believing this coin was slabbed as MS70 when it appears that the central core of the obverse seems to have sunk or maybe concave (inward). The central core has lost some of it's mint luster. There seems to be a ring which might be the impression or mark left when a machine picked up this coin. The reverse has this same ring but the central core appears to be convex (outward). There also seems to be some markings that might be a strike thru. Is this coin worth any kind of premium/discount.   3. After looking closer at this coin, one possibility is that the slab has warped and also been marked/scratched.
