I have never ever seen this and my dad who is 57 has never seen this either so I hope someone knows what this is. Here is a picture:

I have looked up other coins from that year and none silver.

Not silver. But a unplated steel?

Is there anything I can do to know for sure if it is a illegit or legit error coin?

You could do a Specific Gravity test (which requires a fairly accurate scale).

Weigh it against another 1 cent.

Its likely (99.9999%) that this is a coin that has been altered. Either dipped in Mercury or plated with something.

Create your own unique thread with pictures. This is an old thread.

And if you read the responses then you know the answer... Plated. Not a mint error

Possibly, but not probably, struck on blank punched out of nickel, which is what all of the other denominations were struck out of in 1974.

    Looks plated to me,
    but the easiest way
    for you to be certain
    for yourself is to weigh
the coin - like US cent
    that are plated, if it
    weighs the same as
    a normal Canadian Cent
    (3.24 grams), or is just
slightly more (up to 3.4 grams)
    it's plated.

No need to do a specific gravity test on the coin.

Didn't notice that, just that the
    last half dozen posts were
    recent.

My comments still are valid for
    a 1981 Canadian Cent.
