Should an ebay seller like this be reported just to protect them from their self?

Evidently an older person, probably a very nice old guy, can anybody verify his ads in NN? Or is this a scammer just trying to pull a ruse? I see where illini420 had to neg him a while back. Could this be a case where the family doesn't know how bad off their relative is getting and what the poor old fellow is doing?
