    Do you really think that the mint would use dies in that condition?
    That is entirely post mint damage.

    Yes it can be. Nothing at the mint will cause that kind of damage.
    Besides, even if it was damaged at the mint, it is still a damaged coin, which in this case means a value of 1 cent.
    Keep looking and you will find something good!
