Here is a 1995 D cent: You can see pretty clearly a shadow to the right of the 5 (and a bit less on the 9's) I've seen other coins with similar. I'm suspecting this is junk. Yes, no, depends? As always, thanks for entertaining my posts!
Yes, junk. Or in other words not collectible. Plating split doubling. Very common with the 90's zincolns. Check out Ken Potter's site for a list of non-collectible types of doubling: http://koinpro.tripod.com/Articles/OtherFormsOfDoubling.htm
The correct term for this is DDD (Die Deterioration Doubling), it is common and considered damage, not an error or variety.
