Security seals for the Government's shipment of paper money

I was told these are 1940s and 1950s examples of security seals used on packages of paper money sent to banks. Can anyone verify this? Ever seen them before?

Note the seal on manila paper has a tiny bit of the postmark showing, at the top. Thanks for any information.
